For thousands of years the plant species Cannabis sativa L. It has accompanied humanity with various applications (or uses). For example, in the Middle East more than 3000 years ago the Assyrians called it qunnabu if it was used in certain rites, azallu if it was used medicinally and gan-zi-gun-nu when it freed their minds.

This vegetable has various utilities for a wide range of applications. While representatives of subspecies of Cannabis sativa Low or zero psychoactivity, also known as Hemp, has been cultivated throughout the world for hundreds of years for industrial purposes, representatives of the subspecies Cannabis sativa indica and Cannabis sativa sativa have great therapeutic potential for the treatment of diseases of diverse origin .

During the 1930s, a movement emerged from the most conservative sectors of the American political spectrum, whose objective is focused on the prohibition of the use of plants with psychoactive power, among which are plants of the species Cannabis sativa L, justifying itself in false prejudices about the psychological effects that accompany its consumption.

In the following years and for a great economic interest, they are joined by the power of the petrochemical industry, who longed to displace the hemp industry as the basis of textile and construction materials, for the new plastics. After approximately 30 years of persecution, during the 1960s the campaign for the prohibition of cultivation and medicinal, recreational and industrial use of Cannabis sativa reached the entire world, and at the beginning of the 1970s Chile joined the trend and restricted its cultivation, processing and various uses.

Today, the evidence of the medicinal, social and ecological potential attributed to the use of Cannabis sativa is overwhelming. However, Chilean legislation, like that of many other countries, has not progressed with it.

In September 2014, the Global Commission on Drugs, a body made up of experts from around the world on drug policy matters, published a report that contains a series of revealing realities, among which is the phrase: “The criminalization of people who own and use drugs has turned out to be a total waste of resources and is counterproductive for society. This strategy turns out to be harmful to people's health, stigmatizes the vulnerable population and contributes to overcrowding in prisons. Ending criminalization is a prerequisite for any genuine drug policy focused on people's health. ".

In the same report, the commission establishes several recommendations to move towards a new and effective drug control strategy, in which the need to decriminalize substance use is expressed, with special urgency in the legalization and regulation of drug crops. Fundación Ciencias para la Cannabis (FCPLC) was born de facto in September 2014 as a non-profit scientific foundation of public interest, being founded in the same city of Concepción in July 2015 (Rut 65.114.204-0), from the The need for highly rigorous scientific-cultural technical tools to elucidate biopsychosocial aspects of drug use. These tools allow us, currently and in the future, to demonstrate the multiple benefits associated with Cannabis as well as to identify its possible risks, in order to adjust the appropriate measures for its regulation. Thus, the objective of FCPLC is to promote and support the development of Research and Arts around the plant cannabis sativa spp., with special emphasis on its therapeutic and industrial uses.

We are a multidisciplinary team with performance in areas of research, teaching, clinical application of phytocannabinoids, care management, harm reduction, community work and in legislative areas de Ley de drogas como peritos de la Defensoría Penal Pública (DPP) Nacional. Expert reports for causes of infringement of Law 20.000

We carry out an expert analysis that aims to assess the existence of a positive correlation between the amount of plant material seized, the projection of plant material production expected from the seizure of cannabis sativa plants, and the history of personal, exclusive and proximate use in the time that must be argued in the litigation of causes for infringement of Law 20,000. It consists of the review of all the antecedents emanating from the investigative folder, personal interviews with the accused and those close to him, psychological analysis of the accused to obtain his consumption profile and verification of the account, and other types of analysis that are relevant for the evaluation of the case. . From the public sphere, we are permanent collaborators of the public criminal defense (DPP) for all regions of Chile. In the case of private litigation cases, we offer the service in coordination with those who require it, agreeing on the terms of this case by case.

Epicurus Project

We offer advisory and counseling services to promote the responsible consumption of substances, implementation of educational programs at different levels (basic, middle, higher, professional and family) to address drug issues, as well as the setting up of informational stands on drug damage and risk mitigation for drug use together with a device for qualitative analysis of substances and recovery space in party settings. Development areas

1. Training and teaching.

We are part of national and international teaching teams for the training of undergraduate students and graduate professionals, in disciplines that involve endocannabinoid system and / or cannabis sativa issues.

2. Expert opinions for public criminal defense and private legal defense.

We are collaborators with the Public Criminal Defense Office of Chile and private litigation in cases of Law 20,000, extracting, analyzing and comparing scientifically established knowledge to support defense strategies

3. Scientific cultivation

We advocate for the raising of spaces for growing Cannabis sativa spp. for scientific purposes, to study the physiological, cellular and molecular mechanisms that regulate their metabolic functions and life cycle.

4. C quality control and analyticsannabis sativa spp. and its extracts.

We set up analytical chemistry, biochemistry and microbiology units for the validated analysis of composition and safety of plant samples or their extracts, associating ourselves with established laboratories in research and development.

5. Scientific dissemination.

We are convinced that the only way to empower citizens with the knowledge available from the Academy is by making comprehensive and permanent scientific dissemination, generating a real link with the community, delivering orderly information, reviewed with a critical view of the data, and adjusting the extremely technical academic language to a language technical enough to be used as an argument when making decisions for the welfare of life. 6. Research.

We participate in different research and development instances on issues related to the endocannabinoid system and plants of the genus Cannabis sativa spp., Fulfilling different functions related to the areas of expertise of each member.

7. Damage Reduction and Risk Mitigation - Epicuro Project.

It is an instance for the implementation of Pleasure Management, Harm Reduction and Risk Mitigation strategies for substance use through key tools such as education and culture. In this sense, we have designed educational programs focused on children and young people in a differential way according to their stages of development, with the aim of supporting the prevention of high-risk behaviors. In addition, we have designed an information and analysis device in-situ of psychoactive substances in party places, with the aim of investigating the presence of adulterants with a high health risk, hoping to persuade users of their consumption. This last strategy is used by groups in different countries of the world, showing considerable effectiveness in reducing the consumption of dangerous substances.

8. Cannabis clinic.

We provide medical and psychological clinical care for all people who require guidance to start or continue a treatment that incorporates cannabis for medicinal purposes, and for people who want to evaluate the safety of its use, preventing its problematic use. In addition, we carry out an in-depth study of representative or special cases to be published as case reports in scientific journals, with peer review and open access.

9. Drug policy.

We actively participate in all possible instances of discussion of public policies for drug regulation, contributing with the transfer of scientifically consolidated knowledge about the problems of drug use, related to the elaboration of proposals for changes in sensible drug policies, based on the protection of public health, compassionate and respectful of human rights.
